i voted though the course of this week 16 times and i didnt get a single vp

Did you perhaps try using @claimvp in-game?

You have to vote on the MapleKey website by typing your account username, not character name; and wait till it goes through to the Gtop100 page. After you've done that, when you log in, you should see a blue notice saying that you have votes to claim. Also, you won't get any vote points if you're voting and you do not have any characters created yet.
