According to that screenshot you provided, it hasn't been a full 6 hours since you last voted.

Use @nextvote. Vote times on the website is according to EST (I think).

It should be every 6 hours, you can get a more accurate time with @nextvote via in-game.
If the command @nextvote says you can vote but you can't, feel free to create another thread so we can resolve this issue which is entirely different.
From what I can see, all possible reasons have been stated answers the previous posts people have made.
